Solve : I have some how lost my control Panal!?

I no longer have axcess to my control panel!

And when I try to REMOVE any harware I get this message: This operation has been Cancelled due to restrictions on this COMPUTER, PLEASE contact your SYSTEM Administrater.   It is a home computer that my family & I use there is No Administrater!!!
