Solve : I want black font on light backgroun for icon titles.?

In Windows 7 my DESKTOP looks like this:

Like others my age, I suffer from lo vision.The puffy cloud EFFECT of the icon titles makes them HARD to read.
This is what I need.
Black on light title.. No puff FLUFFY stuff.
Any suggestions?
