Solve : Icons won't open programs,will only open on run?

1.	Solve : Icons won't open programs,will only open on run?
Answer» I have a windows 98 computer. It seems everything is OK, except I can't GET programs to run through clicking on Icons. I did a download of exefix08.reg and that makes it work, but every time I shut-down and start-up I have to reinstall. I have used command prompt and done Copy A:\Regedit.exe c:\windows and regedit a:\exefix08.reg. It says it imports files into the REGISTRY but it doesn't CHANGE. I have done a virus scan and there is no virus. Can anyone tell me what to do.
