Going to LAN settings, Use automatic configuration script is checked with the ADDRESS of http://localhost:9100/proxy.pac. Unchecking Use automatic configuration script and then checking Automatically detect settings, then pressing OK it GOES right back to Use automatic configuration script is checked with the address of http://localhost:9100/proxy.pac.
