Solve : Intel Pentium 4 CPU 3.00GHz Overheating?

Hello, Please Help me now..
 My PC specs are:
Intel Pentium 4CPU 3.00Ghz Dual Core.
2GB of RAM
ATI RADEON X1550 256MB (approx. memory 512mb)
Windows XP Home Edition SP 3 (2002 year)
232GB HardDisk
BioStar Motherboard
....
Avast FREE v6.0
Malwarebytes Anti-Malware Free  version.
So My Problem Is:
1month ago my PC tempretura whas normal (20C to 32C and if it went to 35C or more, it shut down)
But like 3weeks or more ago, Me,My Sisters friend(Who is 22years OLD) Were Cleaning my computer.
We *unconnected* the heatsink and cleaned it.
Then We had some Problems putting*connecting* it back, cause 2of the Black SCREW(or what they are) where kinda loose.
When We put it back, my pc at startup whas 32C , and growing.
The Temperature When IM Sitting on the PC is 35C to 65C , and the pc doesnt shutdown!
I whas able to play CSS,CS 1.6,BF2,NFS MW and GTA SA with no lag.
But Now CSS is 10fps to 40fps and all other games lag.
GTA SA doesnt lag so much.
So, what could be the problem?
And Why It Doesnt Shut Down?

P.S Im only 11years old, and my sister and hes friend is now living in sweden.


 It sounds as if the heatsink is not firmly attached.  I'd advise removing the heatsink, cleaning the old thermal paste off both the CPU and heatsink with a lint free cloth and rubbing alcohol, then applying new thermal paste (a dot the size of a grain of rice is enough) and re attaching the heatsink securely.
If all four push pins are not tight, the heatsink will not do its job properly.

So - My Dad Is In Sweden (With my Sister and her friend)
And - My Mom is in Australia(in Europe:D)
I need to wait till summer, so then we can do the fixy things again:)

Does the overheating make the CPU slower?
It can do, yes.  As the CPU exceeds a predefined temperature, the overheat protection will kick in, which reduces the CPU's speed to prevent damage.  If the CPU continues to heat up past this point and exceeds a higher temperature cutoff, the PC will shut off completely, again to protect the CPU.
So, overheating could definitely be causing the slowdown in games you described, it's one of the first things I would check for when presented with this kind of problem.The Max Temperature Ive had *after the cleaning what made the cpu heat* whas 64C i think.
And It doesnt shutdown.
But when i didnt had any problems, when it went to 36 or 37C it shutdown.I am a bit confused here.

The Pentium 4 was not a dual core CPU. Later ones had "hyperthreading" where one core pretended to be two cores. This does not sound like any desktop Pentium 4 I have heard of. If it is a P4, it does not sound as if there is very much wrong.




HMM, strange.
But look at the pictures.
And after this problem, i felt my pc slower, and i couldnt play alot of games cause of the lag.

I did look at the pictures. You have not said what type of Pentium 4 (they made lots of different ones) but they look like OK temps for an idling desktop P4. Mine was a 3.00 GHz Prescott core.



There could be plenty of other reasons for lagging games. Anyhow, if the CPU is seriously overheating, (and 65 C is not serious for a P4 on full load) then you would not be playing any games.

When i load CSS it says 2cores:
1physical or sumthing.
1 one something.
When i open task manager
Performance
CPU Usage History (2tabs)
Its really stupid to go so down from a good CPU/PC.

Now my PC is faster, and its now 16C to 25C again!:)
Now i need to reinstall it cause of many programms :O
