Solve : Lag Issues.?

I've been having lag issues with my computer and I'm assuming it's a Windows 7 problem. Every 5 to 10 seconds my computer lags for about half a second. There's buzzing in my speaers when it happens. That whole screen freezes then goes back to normal. It's extrememly annoying espaically while gameing and playing music. At first I thought it was my speakers but I got new ones and they still did it. I think it might be something to do with PROGRAMS because when I have all programs closed and I'm on my desktop screen it either completly stops or it does it every 30ish seconds. Is there any way to fix this? Is this a Windows 7 problem?
I have like 5GB of memory left so it's not anything to do with too much stuff on my computer. I've scanned for viruses mutiple times. I've used the Disk Clea-up and Disk Defragmentor. What is new or different since the last time EVERYTHING worked properly (ie, new hw, new sw, virus, error, etc)?The speakers are new. I tried changing the graphic card once but it didn't work out so I put back the old graphics card but by then it was lagging. I don't think anything else is new since the lag started. And the only difference is the lag really. The computer's only about a year old so not too much as been needed to fix or anything. Haven't had any viruses that I remember or errors. Unzip ProcessExplorer.zip, and double CLICK on procexp.exe to run the program.
Click on View > Select Colunms.
In addition to already pre-selected options, make sure, the Command Line is selected, and press OK.
Go File>Save As, and save the report as Procexp.txt.

Click on the START button, type in event viewer, and click on Event Viewer.
Under "Windows Logs", check both SYSTEM and APPLICATION.
