Answer» Suddenly the listbox and vertical and horizontal window scrollbars of every program are dominated by (light blue) colors. I can't find reference to the exact problem anywhere.
It is a major problem since I am currently doing graphics and using a complex self-contained .exe maker to package, ship and display the graphics to clients. Having scrollbars in the viewer .exe that do not match its skin colors is major problem.
I have tried to reset display settings, browser settings and all manner of things. I cannot access scrollbar color in display settings, just the scroll bar size. Something has hijacked the settings.
Nothing I try makes a difference. I can't trace the change to an app install, web site or ANYTHING I can think of. No BUGS have been found by my AV and malware killers. I just ran them again. Though, I'm assuming this is the result of a malicious event.
Does anyone know how to get the explorer scrollbar's colors to cease dominating every program window?

Thanks in advance for any help.

Not sure but TAKE a look here: right click on your desktop and select Properties to open Display Properties. Then, select the Appearance tab. What settings do you have there? Click on the Advanced button on that panel. Anything there that should be changed?
