Answer» hi can you please tell me the exact way you create a new account for windows xp WITH admin rights without using the control panel (the add user area). When the PC is booting up on the top right corner it will give you a choice of pressing F12 or F2. if you preess one of them it will com up with options. Press enter on the first option. It will then come up with a blues screen. with you r up and down keys GO to SECURITY. if you press enter on admin pass then it will make new admin account. It asks you for password and user. That is it
