Solve : May I lower priority of winlogon.exe in Windows Task manager ??

I am using Windows XP Home Edition with SP3.

Many processes are shown as being at "Normal" priority,
but only winlogon.exe plus TWO others are at "High Priority".

If I try to turn it down to "Normal" or "Low" I am warned this could cause system instability - BUT this is a general disclaimer against any CHANGE to any process.

Is it actually safe for me to turn this particular process down to "Normal" or "Low" ?
What consequences should I expect ?

NB what I am hoping for is that the Windows Start up Log-In screen will patiently wait for the COMPLETION of the boot-up SEQUENCE, waiting until the System Restore services etc. etc. are fully armed and ready for action before I am given the opportunity to submit my password and log in. I have determined that it is the CRAZY haphazard launching of the log in Start up processes before completion of the initial boot-up that causes my SYSTRAY to lose icons and have nothing other than the clock.
