Solve : Microsoft Office 2002 OUTLOOK?

Hello,

I have been looking for a while for a way to disable a users ability to gain access to the internet from OUTLOOK.  We are using OUTLOOK 2002 at my work on Windows XP Pro SP2.  I am the IT systems administrator at my work and I was asked by my boss to disable a user's ability to get to the internet, well I did as much as I can, he only has access to 1 website and no address bar's to type in anything.

The problem i'm having is that there is an address bar located above the Email list in OUTLOOK 2002.  When you click on INBOX there is a bar that has, |INBOX|Address[___________] on it.  Is there a way to get rid of the Address part on that bar.  I have tried to go to all of the customizing OPTIONS and I can not figure that out.

It seems LIKE a dumb question, but if anyone has a SIMPLE solution I would appreciate it.  Thank you for your time.I can tell you how to MAKE the address box disappear but I don't know how to restrict someone from easily restoring it.  If you click on the Toolbar Options button to the right of the Address box, you should see Add or Remove Buttons.  Under that, you'll see Web, and under that you'll see "Address:".  Click on Address: to remove it from the Web toolbar.  

You can also remove the entire Web toolbar by going to Tools, Options, Customize, select the Toolbars tab, and uncheck the box for Web.There is a better, more elegant solution.  Install a software or hardware firewall and block outgoing requests on ports 80 (plain HTTP) and 443 (HTTPS) for that computer/user.
