Solve : Missing hemis.sys or config.sys?

I was removing spyware off one of my comps the other day and as I was removing one of them, it some how deleted either the hemis.sys or config.sys so now when I boot it up it gives an illegal operation as soon as I see the wallpaper ( this is win 98SE) and forces me to close and nothing has loaded so I can't do anything but shut down. I have the recovery cd from hp but it only gives the option to start computer with or without cd support, I also have the Microsoft 98SE boot floppy. So yeah I need help please.Boot from Win98SE floppy, then type:
copy a:himem.sys c:\windowsmmmm nope I tried copying both other and still doesn't work, when the illegal operation pops up and I click on detail it says something about explorer, when I booted again this time with cd-support, I caught a quick glimpse of something about invalid lines in the config.sys line26-30, probably more but that was all I saw as it was moving so fast.Can you boot into safemode? You may be able to restore one of the backups your Sypware scanner could have created. Quote

Rename config.sys to config.old.  Config.sys not required for Windows98.
load the boot floppy a:\ type cd windows enter c:\ now type scanreg/restore and chose the last GOOD cab FILE...Raptor: When I boot into safemood I still GET the illegal operation

Computer_Commando: Renamed the config.sys to config.old as told.

merlin_2: I put the floppy in, then went to C:\Windows and typed scanreg/restore and it said bad command. Btw whats the command to restart... i tried restart and reboot. Quote

Start with CD support.
