Solve : monitor screen?

I have a Dell's desktop with Windows 7 Home Basic, processor i3.
When I START COMPUTER, the screen is 80% but if I SWITCH off the monitor & again restart, it is O.K.
Dell has changed the monitor.
Where is the problem now?Quote
