Solve : my computer doesnt see a hard drive?

I just added a hard DRIVE to my desktop computer running win xp.  Somehow the computer doesnt SEE the hard drive.  What could be wrong?
Is the drive recognized in the BIOS?

If yes, Start>Control Panel>Admin Tools>Computer MANAGEMENT>Disk Management, FIND drive, format if necessary and make active.

If no, re-check drive connections - POWER and data.Then Clik Here
