Sorry I can't be a little more PRECISE but I haven't used the function for a LONG time.
I can still create new zip files by right-clicking in an empty space and selecting new/zip file, but only from an administrator account.
Is there a quick fix for this one?There is no really quick fix for ADDING an ITEM back to a context menu that I know of - I know a couple, but it's a very involved procedure and a little risky (involves RegEdit). However, if I can be bold enough to make a suggestion, try 7-zip. It adds a context menu for adding files to archives. It's a bit more complicated, in that it has more options, but you probably will only ever use this one:

7-Zip seems to be a good work around for the problem.
I would like to restore the send to option though!
Has anyone got any ways of doing this? I don't mind dealing with the registry (I'm either very foolish or very brave!).

but, that being SAID- you might just need to re-register the zipped folders library.
not sure about Vista- but in XP, I know the zipped folders DLL is zipfldr.dll- re-registering it (which most likely adds the send to option as well) would involve running the command "regsvr32 zipfldr.dll"
on the other hand- I've heard there are problems with regsvr32 on Vista...Hi, Yep, that worked thanks.
I used the command: -
regsvr32 zipfldr.dll
and, hey presto, my send to/compresssed (Zipped) Folder menu option returned.
