?my text is all symbols. How to fix?

ALSO I am having problems with my admin account. It won't let me do any thing. EVEN IE says I need appropriate permissions.
I tried to restore to factory settings but when i click it nothing happens. Please help!!I'm thinkin we're gonna need alot more info...ok...like what?

What is new or different since the last time everything worked properly (ie, new hw, new sw, virus, error, etc)?well I was trying to solve another problem when I rebooted it resarted with all symbols. the other problem is everything I do --EI, setting, etc. -- says I may not have permission. I tried to make a new user account, but it won't let me. I would be ok with dumping the whole OS and starting over, but It won't let me reformat c DRIVE either. I have a driver and utilities disk, but all words are in symbols also.If you are prepared to start from scratch and lose everything on your disc, BOOT to the OS disc, FORMAT the drive, and install from scratch. You cannot format from within the OS.what is the first thing I need to do
See above...ok I tried advanced boot otrions, repair PC, selected EN, restore to factory setting and it said not enough free disc space??
