Solve : net config workstation timeouts?

If I do start - run -cmd
and then TYPE in net config workstation
I get a COM send timeout value of 0250, which is a quarter of a second, I think.
I have tried entering
net config workstation /chartime:4000
which is supposed to set the value.
But my CMD tells me that the syntax is net config workstation,
and won't recognize the slash.
When I type in "cmd" in the cmd, it tells me the version is 2001.
I'm wondering if I need a newer CMD.
This cmd is the one that came with the original Windows ME operating
system in 2001 (JANUARY or February). I have loaded a Windows XP on top of it.
I need a DOS command that will do the job, or a new cmd.exe, I THINK! what say you?1. Operating System. Please identify your current operating system and service pack level; e.g. Windows XP Professional SP3. Perhaps someone with same version and level can report the "Properties" for their "cmd.exe":
a. Complete path (where located in Windows directory structure)
b. SIZE(s) in BYTES (both disk space used and actual program size)
c. Creation date time group
d. Modify date time group
e. External version number
f. Internal version number

2. Multiple Copies/Versions. Search your entire hard drive for multiple copies/versions. When you type "cmd" in "Run" text box, system looks for first EXECUTABLE it finds by that name in its search path (determined by directory order specified in PATH environment variable).It's XP, service pack 3

I did a DIR for cmd.exe and got:

It looks like I should be current. Is there some trick to the NET CONFIG commands?1. "cmd.exe" Is Correct. The "cmd.exe" file on my Windows XP Professional SP3 installation with no subsequent updates is essentially the same as yours (my modify time is different, however):

2. The command syntax for "net config workstation" does not specify any options, does not accept the help option "/?", nor did it accept "/chartime:4000" as an option. It displays the configuration but does not allow me to change it. I'm not sure changing the configuration is accepted by the command although Microsoft documentation suggests otherwise: Net config.

I'm wondering whether you can set options within the "Services" component of the Computer Management MMC. From somewhere within the bowels of Microsoft Help, this spewed out:
