Solve : No programs work except IE....?

1.	Solve : No programs work except IE....?
Answer» Every time I try to open a program except IE a black box pops up for about 2 seconds, then goes AWAY. I managed to READ what was in it: "Program too big to fit in memory." Now, I'm pretty sure I have plenty of memory left, and I've also tried to go to add/remove PROGRAMS but when I click on it a box shows up telling me: .....system32/rundll.exe...parameters INCORRECT. I've tried sfc /scannow but the same black box pops up.
