Solve : No shutdown?

I recently and it appears foolishly downloaded a "Registry cleaner". When I ran it there was nearly 2500 items deleted. Since that time my computer will not shut down.
I tried a system restore using a point before the cleaner was installed but I got the error message:
System restore failed to replace the file (c:\windows) with its ORIGINAL copy from the restore point.
An unspecified error occured during system restore. (0x80071a90).

I have tried all system restore point previous the the installation of the cleaner but all give the same results.

I have considered using the 3 installation discs that I have to SEE if that would correct the problem but am now wondering if that would not just do a complete re-install.

Can someone PLEASE advise me

What was the registry cleaner? Did the cleaner backup the registry before it cleaned it?
I personally don't recommend registry cleaners to anyone. Unless it BACKS up the registry, or you do it before you run it. Usually registry cleaners cause more problems.
