Solve : No usb and no installation cd : (?

I bought my pc second HAND a while AGO..... and when i've tried to use a pen drive in the past, a message has come up telling me SOMETHING along the lines of having to insert the OS cd.. which I dont have :-/
The pc is running WINDOWS ME and has the slots in the back.

Thing is i got an ipod for christmas.... so is there ANYWAY I can get the usb port to work without the cd?
