THATS ALL THAT COMES UP ON  THE SCREEN ITS A MINI DELL INSPIRON 1210 CAN SOMEONE PLEASE TELL ME WHAT I CAN DO TO FIX THIS

Lot of different things to check on this issue.  It's not going to be easy.

Bad power supply or battery... Bad power jack

Bad hard drive or drive controller (CONNECTOR on laptop)

..possibly motherboard

Find a volt meter and test the voltage output of the charger...Make sure the reading you get is not under what is specified on the charger.  And Then try booting with battery out with only charger plugged in.

If still doesn't work then:

You can access the hard drive from the BOTTOM from the bottom of the laptop.  Pull it out, re seat it, and try booting again.  It might just have a connection problem

If that doesn't work pull the hard drive out and connect it to another computer, to see if the other computer "sees" it.  If it works on that computer then you can bet the hard drive controller or motherboard has a problem which is pretty much the same thing since the drive controller is on the mother board.  If it doesn't work then the hard drive is probably bad....recovery data from it is another issue.

If you've gotten this far and have to troubleshoot further you'll have to take the laptop apart...Say so if you want help with that, or bring it to a tech. It's a simple fix. First, go into the bios and in the section for the device boot order move the network to the bottom and the hd to the top. Save and exit. Then replace the battery on the motherboard. It should be noted that lack of current flowing to the motherboard (due to faulty battery, charger, or power jack) can cause these things to occur. If there is not sufficient amperage to power the devices errors like this can occur.

I've seen the same error occur on other SYSTEMS (if I remember right) and I never touched the bios settings or cmos to fix.  But we'll see I guess.   i tried another notebook same brand says the same thing operation system not found???I'm a little lost.  What exactly do you mean when you say you tried another notebook ?

Edit on my last post:

Did you do as i SUGGESTED and change the boot order in the bios and then replace the battery on the motherboard?ILL TRY THAT TOMMOROW ALLEN JUST GOT THE BATTERY INOkay. Remember to change the boot order. Also, please don't type in ALL CAPS. It's the online equivalent of YELLING. Thanks.
