Try slaving your HD first to another computer. If its still readable or accessible. Assuming you had made the correct assembly, installation of OS and drivers. Better yet reformat(HD) it from another computer and use it to point to another hardware problem on the unbootable CPU.thanks but i dont believe it can be that ... it wont even boot up to bios.... nd i have tried unplugging both H/D and put in my windows boot disc and ... nothing...
ALSO there is no beeps:(
Although i am not a Techguy but i just want to give my take on this problem, PC not making a beep sound and the BIOS not loading clearly show hardware incompatibility and nothing else.  Check to make sure the "all the IDE'S" are snug in its socket: also the jumper of the HD is Primary master.

If these wont help better take your PC to a Tech personnel..... Quote

Did'nt see the "s" on your hard DRIVE. Ok you have 2 hard drives, with two OS(installed for dualboot)? Did it came to a point that it was running without this issue after you set-up or not? You mention you have new hardware components. Are they bought for replacements, upgrades or what?the new parts were a project of someone elses who never put it together.... the computer worked great for about a month with no issues.... then came home one night  and,,,,, nothing  is happening
Free suggestions:

Borrow a known GOOD PSU of the same or greater wattage and swap it in there...

DOUBLE check all connections to drives MBoard power etc...

Try it with only the bare essentials:

MBoard
CPU/fan assembly
1 stik of RAM
Vid Card if needed
Mouse
Keyboard
Monitor.

HDD is not neccessary for this test...we just want to see if it will POST.
