Solve : Performance problem on Win7, CPU, "50% Maximum Frequency"?

I have an annoying problem on windows 7 x64 using a Siemens Amilo Pa 1510 notebook.
specs: AMD Turion64 X2 TL-50 (2*1600MHz), ATI Radeon Xpress 1100 (256MB), 2 GB RAM, 120GB HDD

These mobile AMD series has some kind of special FUNCTION to reduce energy consumption, in order to do that it runs only at half capacity (2*800MHz).
The problem is, that this function in win7 is always turned on, as the Resource Monitor shows "50% Maximum Frequency". I can not get the processor to operate on maximum output.

In windows vista I could somehow trick that, switched to High-performance scheme if I remember well. In win7 it does not work.
I already read a LOT of forums and even asked friends for HELP, forumers had DIFFERENT problems, friends do not have any idea and I still can not find where change this setting to use the CPU at 100% maximum frequency.

Once I succeeded, but I am not sure what change solved the problem. I have disabled some power saver function in the PHOENIX BIOS but after a restart the problem exists again, however the function I changed in the BIOS did not changed back to its default value, so that does not work either.

If you have any idea according to this issue, please let me know, I will try everything that you post here.

SzabolcsAccidently I found a solution.
If anyone gets this problem switch to "High-performance" mode at Power Options, then reboot and disable Power -> Long Battery Life option in the BIOS.

I have recently installed TuneUp Utilities 2010, that should have messed up my SETTINGS.
