Solve : PLEASE HELP THIS BLONDE BIMBO WITH WINDOWS INSTALLER PROBLEM!!?

Answer» EVERY time I am on the internet, the "WINDOWS INSTALLER" box pops on and off with a statement in the box "preparing to install", but doesnt say what it's installing and if I hit cancel, it just comes back, every few minutes.
If I TRY to add/remove programs, I get a message "The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode or Windows Installer is not correctly installed".
I dont know what to do, I downloaded the Windows Installer 3.1 but that DIDNT help. I dont know what I need to delete, and how can I delete anything if I cant find what I need to delete and it wont let me delete anything off of "add/remove programs"?
Also, I notice under programs, I somehow installed TWO Windows Installer 3.1's. both with a KB start letters, but different numbers. Cant even fix that!
Dont know where to start or what to do!!!! HELP PLEASE!

p.s. i have run CC Cleaner every which way I can, to try to fix it-both parts, the Cleaner and the Registry things. hit "fix issues" on anything that showed up on Registry.
i have run Webroot Spy Sweeper-no viruses.
i downloaded ADAWARE, but it wont run because it cant be totally installed because my Windows Installer aint working!!!
ARGH!
p.s.s. i cant run defrag/cleanup disk maintenance cuz i have so much stuff taking up memory in the computer (mostly pictures), and i did buy CARBONITE, a virtual hard drive, which backed up everything, but am afraid to delete my pictures from "MY PICTURES" because i just dont trust anything..so i KNOW i am low on space, but will try to have the guts to delete all my pics hogging up memory eventuallyI had the same thing happen to me once, and I couldnt even uninstall the windows installer as it said uninstall file not found. The way I fixed this was to find the windows installer utility online, google or yahoo SEARCH. I then installed it again, and then I was able to uninstall it.
