Solve : Problem Persists?

I made a thread a while back about the strange pop-up boxes I got saying "The action cannot be completed because the server is busy: Retry or SWITCH To.." which would eventually turn into an IE pop-up. The problem seemed to have gone away after downloading countless programs:
Ewido, Kerio PERSONAL Firewall, Spybot Search & Destroy, AVG Anti-virus, CCleaner, cwshredder, and ad-aware SE personal; however, the problem seems to still be there.

I have run all the programs and updated them and none of them have cured the problem.

Help?

System info:
Windows XPAre you running a DOWNLOAD manager or a web accelerator on that machine ? ?
If so disable them and see if that helps...

I'm assuming since I don't know what they are that I don't have them but you NEVER know.A download manager is just what it says it is, organises downloads, allows broken downloads to be resumed etc.
Web accelerators are hyped up BS that are supposed to speed up browsing...they don't work. But some are installed with certail dial up vendors packages.
Who is your ISP ? ?

Could you have caught the bug again?
Did you disable system restore?
FOLLOW the directions exactly, and install some realtime protection.

ANTI VIRUS
AVG Free (Set options to 'scan all files')
ANTI TROJAN

Turn off System Restore if applicable. (ME & XP users)

Run Ccleaner
Run Ad-Aware
Run Spybot
Run Microsoft Antispyware
Run AVG Free
Run Ewido

Re-start in Safe Mode
Re-run AVG Free

Re-start in Normal Mode
Turn on System Restore if applicable. (ME & XP users)
-------------------------------------I was instructed to do that before, exactly the same thing. It seemed to me the problem had gone away but apparently it
a) never got fixed
b) I got it again

I will follow those steps again and see if it works.
