Solve : PUZZLING-System Admin Problem?

After finally getting my HP Printer back into proper operating condition, I ran into this new problem. I am trying to install my Office Pro 2003 edition to avail myself of the OCR Document Reader. It starts up the install and gets to the POINT of installing and the following message comes up:

Windows Installer

The system administrator has set policies to prevent this
installation.

OK

As I'm the only one using this computer and I log in as the Administrator, what's up with this statement?

It seems that you solve one problem, it begets one or two more. Ah well.

Any help, of course, is appreciated.

This is the exact problem my FRIEND was facing when he tried installing Office 2003 on his laptop. All I did was try it in Safe Mode and it worked.

I tried SafeMode after the first two attempts and it still gave the same response.

I'm out of ideas here......... Sit tight and someone will be along shortly. Are you having a problem with installing anything else, or just Office?

The only other program I've had trouble with was MICROSOFT's Powerpoint Viewer. It game me the same TAG line.

I presented a log of HijackThis to one of the analyzing sites and it came back clean.
