1.Are you using Outlook Express? If yes, try click Tools -> Options -> SECURITY tab; SELECT the "Do not allow attachments to be saved or opened that COULD potentially contain a virus"; click APPLY / OK.

2.You may need the HOTMAIL Attachments Control (HMAtchmt.ocx located in Windows/Downloaded Program Files folder). If you have disabled ActiveX downloading, then you need to re-enable (temporarily) to let MS install it. It usually wants to install when you compose a new email so as to have the ability to upload attachments for sending. Quote

Click Options on the top RIGHT side.
 
Then open Mail Display Settings
 
Here are my settings. I just sent a picture attachment from Outlook Express to my Hotmail account and it opened right up. Hmm?
