Solve : re-installing Windows XP Pro.?

I  have reinstalled WINDOWS xp pro 3 times, and each time after it's done with the lengthy process, it hangs at a screen that says "please wait", with an hourglass. Waiting for hours.   I have tried both the install, and the repair process with the same results.  I'm entering the correct product key, and following all of the directions exactly.  HDD and Memory test good.  It will boot to the desktop, but without a start menu or any icons.  Does not boot in Safe Mode or any other Mode. (debugging mode hangs)  I've tried 2 different copies of Win XP Pro, and both seemed to install correctly.   Don't know what else to try.  Are these burned disks or Microsoft pressed disks?

#1... How did you test the hard drive and memory?
#2... The disc you used is it a burned copy? or a real Microsoft disc?
#3... Is there any external hard drives / usb thumb drives plugged in.
#4... When you are doing the windows install just have the monitor / keyboard / mouse plugged in. Don't have printers / scanners etc plugged in while doing the Windows set up.
#5... During or after the windows install is there any ERROR's / messages?
#6... The CD drive my be bad and not reading all necessary info during the windows installation.

Sorry for all the questions as we don't know what kind of PC you have, please let us know how you are making out. Thanks Mike     1) This HP laptop was tested at a local computer repair shop. They said that the HDD and Memory test good.
2) Both burned CD's are from the Tech at the computer shop. They're labeled: "Non Dell - XP Pro - SP3". He assured me that both should work.
3) Nothing plugged in but the power supply.
4)     "            "        "    "    "      "        "
5) There are no error messages.  Installation goes smoothly for about 39 minutes, then a Windows XP PAGE appears with an hourglass and "please wait...."
6) Both disks appear to be loading all necessary files and completing the 5 installation steps.Order the appropiate Restore CD's from Delll...Curious as to why (patio) you are advising getting Dell discs for "This HP laptop" ?truenorth    I finally just DECIDED to format and reinstall windows from the copy that I have on disk.  It's quite a chore. I had to use another computer to download and install an ethernet adapter, just to get online. I then downloaded 116 windows update components, as well as a bunch of DRIVER updates. I'm still working on it, but I'm making good progress.  So far - the OS seems stable.  Thanks for all of the advice and info. on this issue.Good morning its hard

Mis-read the previous Post where Dell was mentioned.Then there is nothing wrong with it.
