Solve : Recieving access denied in DOS (command prompt ) please help?

Hey guyz,
Im getting an issue with a few computers at work that wont shutdown externally through does, as the access is denied.
The syntax i am using is ;

shutdown -i -r -f -m (ip) -t (time) -c "server update"

then after a new screen POPS up and i INPUT comments and time etc it fails and states in DOS

access is denied
FAILED: (ip address)

Anyway of overriding this?
Or any settings i would have to disable first to be ABLE to USE this feature?
