Solve : refresh your PC?

On my TOSHIBA laptop when I go to refresh your PC without affecting your files,  it does not do it; instead I get the MESSAGE:   Insert media.  Some files are MISSING.    Your Windows installation or recovery media will provide these files.  What do I need to do to get it to refresh?  Thanks.  Anna RUTH Insert the media that came with the machine, or if no disks were included, create the restore media and use that. no disks were CREATED so will try your suggestion soon as I can.  Thank you
