Answer» Let me first start off by Introducing myself. My name is Don and I'm a technician at an Internet CAFE with a decent amount of Networking and Computer skills, I still however, have a lot to learn. This cafe runs Windows XP and with various SPECS.
The problem is one of my co-workers used Internet Cafe Software to remove the Hard Disk DRIVES and Network drives Sections from My Computer 's view and with that it makes it inconvenient to browse to; the only way to access the C: is to type it in the address bar. An example is if you're installing software and you want to tell it to install to a particular area, you can't go through My computer as it shows only the Shared documents folder.
I've isolated it down to the Internet Cafe's software interacting directly with the registry instead of using the Permissions section(Group Policy Objects). I would greatly appreciate it if someone COULD point me in the right direction as to the toggle location and the value needed(if Hexidecimal). Or, some kind of referance that would show me what key is attached to what action. Any help is greatly appreciated.

Then if you want you can toggle on/off the icons showing in My Computer and taking snapshots of the Registry ( using InCtrl or RegSnap or RegShot and such tools ) before and after the cure you can compare and focus on which keys are being edited.
