Solve : reload windowns?

I try to reload the windows for my laptop, when I put the CD in, it seemed ok from the beginning, however when the computer prepare to install it after GOING to the restart stage, it stuck there and couldn't carry on, what is the problem ?Please help me on this, thank you.Steps for CLEAN Install:
