Answer» My neighbor has a COMPUTER running on Windows MA 4.90.3000, Pentium lll FC processor, 127 MB RAM and is using an Acer AL1703 monitor. The resolution and image quality shown has changed RECENTLY (to 16 colors and the LOWEST resolution available - and we are unable to change either - that is we select for other options but after restarting (which is prompted) it is back to the minimal. My GUESS is that the video card needs to be replaces - but before I do that, COULD it be something else like the monitor itself, the driver (which we have been unable to locate online), the operating system or ThxFirst try re-installing the video card drivers...
