Solve : Security acceptions and downloading?

Everytime I try to log into something that needs a PASSWORD it comes up with that guy with the yellow sign. Saying get me out of here or add security ACCEPTION. It also will not download anything from online. How can I fix this?What "guy" is this and what security apps do you have INSTALLED currently ? ?Its just the lil pic saying security risk. I have the normal security SETTINGS that come with the vista package. i havent installed anything else. That is built-into browsers and is there for a reason.
It means the site has a bogus or expired security certificate.
It is a rather sever warning.
It is not like the waterman saying 'Gusts of wind today is some places.'
More like the man saying 'Tornado warning 100 yards near your house.'

Of curse, the site might be harmless.
And the tornado could miss your house.
