Solve : Shutdown is not working?

When I shutdown the computer... it is not automatic off.. the monitor still on and the message is SHUTTING DOWN COMPUTER. I want the monitor totally off. Please help me. what is the cause of this problem. 

I am using Windows XP See, if same issue happens, when you boot to Safe Mode and TRY to shut down from there.
where i can find the safe mode, i will try thisif my PC hang and then how can i shutdown my PC from the keyboard?helal

Restart computer and keep tapping F8 key until many appears, listing Safe Mode as one of the options.
Using keyboard arrow keys select Safe Mode.Thank you so muchhhhhhhhh Broniwhen i shutdown to safemode it is automatically off...but when it is not safemode, windows shutting down is not working, the monitor always onVery well.
It looks like in normal mode something hangs up, preventing your computer from shutting down.

Go Start>Run (Start Search in Vista), type in:
msconfig
Click OK (hit Enter in Vista).

Click on Startup tab.
Click DISABLE all
IMPORTANT! In case of laptop, make sure, you do NOT disable any keyboard, or touchpad entries.

Click Services tab.
Put checkmark in HIDE all Microsoft services
Click Disable all.

Click OK.
Restart computer in Normal Mode.

NOTE. If you use DIFFERENT firewall, than Windows firewall, turn Windows firewall on, just for this test, since your regular firewall won't be running.
If you use Windows firewall, you're fine.

Try to shut it down now.
