Solve : shutdown/restart windows 2000 Advanced Server?

I wonder how can I restart or shutdown windows 2000 advanced server through command. When I tried with some command to do so by command PROMT it showed MESSAGES that the terminal services should be running to do so and when I tried running the terminal services it couldn't get STARTED. The computer I'm USING is the single desktop computer and it's not connected to a network.
