Solve : some file names display in black, others blue?

When exploring folders, some file names display in black text and others in blue. WANT them all to display in one color, but can't figure out how to change it, or even what determines the color. Windows XP (or 2000) USES blue text to show you that a file is compressed (or made smaller to be archived).  Files that are colored green are encrypted (a security feature that keeps others using your computer from reading the files).
