Am I correct that WOT, IE8's SmartScreen, and OpenDNS checks the URLS of websites online against their own databases, while SpywareBlaster checks URLs against IE’s resident list of Restricted Sites? And that in addition, SpywareBlaster also changes Windows and browser settings to block bad sites?

SpywareBlaster Home Version (FREE) does not check Restricted Sites, IE does that. One of the purposes of SpywareBlaster HV is to update the browser Restricted Sites list when SpywareBlaster HV is updated.

SpywareBlaster HV does not run in the background, it only runs when updating then terminates until the next time the user opens the program file (unless automatic updating is in force).
