just go to start --> programs --> startup
Drop any shortcuts you want to run at startup in there.If it is the same as 98se, hold down the Windows key down, tap the R key and let both go(or go to Start>Run), and type msconfig and hit enter. Select Selective Startup up and hit the Startup tab up top. Then deselect (uncheck) of the THINGS you know that are unneeded. Be careful about what you deselect.
You can also type C:\Windows StartMenu in the same Run command. The question wasn't about the start menu, it was about the startup folder.
