Solve : strange freezing and screen blackout.. please help?

I'm having a WEIRD problem I haven't been able to fix. At semi-random intervals, my computer will lock up for about 1 second, then my monitor will go completely black for 1-2 seconds, then come back on again. i thought it was my video card, but it doesn't do it in  any graphic INTENSIVE games. it seems to only do it when I scroll fast on a website or load a folder full of files. i originally thought it had something to do with some bios tweaks I did recently because thats exactly when it started HAPPENING, but i just reset bios defaults and its still doing it. any ideas?

Just as a note,
I have scanned for viruses using 3 ANTIVIRUS programs.
I have scanned for spyware with Adaware and Spybot
I defrag every 4 days.  
I clean the registry often using Registry Mechanic
I keep my computer extremely clean.

Video card:  GeForce 4 TI4200 AGP 8x
System:  AMD XP1700+, 256 DDR400, Windows 2000 Professsional SP4

If you have any idea what this is, or how to fix it, I'll love you forever.  This is driving me INSANE.There's a way I can reproduce this problem.

On another forum somewhere, somebody posted a GIF animation, and the forum automatically resized the gif to 50x50 pixels.. and everytime I go to that page, my screen goes nuts.  It LOCKS up and blacks out like crazy.

But yet I can play a graphic intensive 3d game at 1024x768 running at 70 FPS.. without a problem!I think it may be an Internet Explorer setting.  Tools-->Internet Options-->Advanced-->Multimedia--"Enable Automatic Image Resizing". Turn On. Quote

No, that's completely not the problem lol.

It does it anywhere in windows.  In explorer, in IE, in mIRC.. anywhere where there's a lot of visual activity.

Does the monitor turn on when you move the mouse?

Check your power settings in start > Settings > Configuration  -> Power (settings)what refresh rate is your monitior set on?try roll back the graphics driver...and have look in the events log admin tools or run this diagnostics>http://www.belarc.com/Download.html  to check and see if your ramsticks are ok..
