Solve : "This operation has been cancelled..."?

Today I tried to access my Control Panel to try and get my webcam to work.. but when I clicked it to open it a message popped up that said "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator." What does that mean? This is my own computer and I'm the only use on it. This has never happened before. Anyone know how to fix it? Welcome to the CH forums.

Can we get a little more info about your computer? Hardware specs? Which operating system are you using? Have you made any changes recently that may have affected the software for your camera?If you cannot "access" the Control Panel and are using Windows XP this might help:

I have windows XP home edition. I recently downloaded a driver for my webcam, but it's just the same ONE i have on a different computer downstairs, but when I downloaded it on this computer it wouldn't work for my camera.
Would I have to clean out my system or anything? Because I'd rather not have to LOSE all my pictures and everything I have.
It was LAST cleaned out about 4 months AGO.No.
The best thing to try at this point is to un-install the camera in Device Manager...you will recieve a warning...ignore it.
Also look to see if the camera software is listed in add/remove programs...if so remove it.
Then if it is a USB connection power down the machine and DISCONNECT the camera.
Re-boot and re-install the drivers...it will tell you when to connect the camera.
After this you should be good to go...

p.s. We still don't know anything except it's a webcam...info is important.I don't know much about the camera because I got it so long ago and I lost the disk, that's why I had to download a driver. All I know is it's a logitech. It's pretty old though, about 4 years maybe.
Also, when I go to 'add/remove programs' the same warning comes up that came up when I went to the control panel :SThere should be a sticker on the bottom of the unit with a serial # or UPC code...post it here.There's no sticker on the bottom or a code anywhere on the camera.

How is your security (viruses, spyware, etc.) check?I have Avast Antivirus, it was just put on my computer when I got it cleaned out. That's the only antivirus thing I can find right now but I thought I had more.Did you say it works on the other machine ? ?
If so DLoad and install DriverMax
and let it find the driver.

Kudos to Broni for DriverMaxI downloaded the drivermax but I'm not sure what to do now?
I also removed the previous driver I had installed. so guess what, i fixed it. well my friend who is pro at computers send me a program that i did something with, i'm not really sure what, but it fixed it so it's all good. but i still don't know what to do about the webcam driver not working so if anyone has any ideas that would be wonderful Good news, you fixed it, but as for your webcam, since you don't know its model, or serial number, it's hard to help.
All you can do is to follow patio's advice...
