Solve : Trouble with "IE 8"?

I have a Dell Studio Desktop computer with "Windows Vista Home Edition". It is a 32 Bit with "Internet Explorer 8".
I use the computer and my wife uses it. When we switch "User" from mine to hers, "IE 8" does not work.

When she clicks on IE , up comes a white screen with a window that says "Please wait while windows CONFIGURES SETTINGS 1.2.1". Then in a second another window comes up covering that window saying "Search settings will now close all instances of Internet Explorer before continuing".
Then it gives you a choice of continue or cancel. Cancel does nothing when you click on it. If she clicks Continue, the screen goes white.
We notice there is nothing above the TOOLBAR such as Google or MSN etc. Google is her "Default" setting as is mine. It is also her Default Setting in "Internet options". In getting back to the Toolbar, if we click on the Drop Down Arrow, there we see Google. we click on that and Google opens.
I'm about to pull my hair out. I've run CCleaner as well as try to do a "System Restore". It would not "Restore".
Any help would be greatly appreciated.

Ptfitzy1) Forget ccleaner. It does not solve any problems whatsoever.
2) Have you scanned with both the anti virus utility AND MalwareBytes?
3) Try a clean boot (MSCONFIG - startup tab - prevent everything from loading with the system and reboot). What happensOne solution would be to install another browser for her. Doesn't solve the PROBLEM with IE but might less hassle than trying to resolve the problem with IE. Next to IE, Firefox is the most commonly used browser. Chrome and Opera are also fine browsers.

IMO, IE users may find Firefox the easiest to adapt to; I use it as my default browser. But, I recently tried Opera (which I'm typing this post from) and find it to be quite satisfactory.
