Solve : Two operating systems-how to get rid of one?

I have two operating systems on my computer. I have the instructions from Microsoft to delete one but I am at a stand STILL because I can only get so far and my computer doesn't have the options I am TOLD to select. See below:
1. right click on MY COMPUTER
2. Properties
3. Advanced
4. STARTUP and Recovery (This is as far as I get)
5. SETTINGS (I don't have this option)
6. System Startup
7. Edit

Save the file to a hard-drive and double-click on it with a floppy in the A: drive. When the bootdisk has been made re-boot the computer and follow the on-screen instructions.
