Answer» So I just got this Windows 7 HP LAPTOP from someone. When I logged on, there was an Admin account and an account that was probably for casual use. They were visible and right next to each other on the logon screen. Anyway, I don't know the admin password, I can't get in contact with the person and the normal account has pretty MUCH nothing. You can do next to nothing without admin password. No download and all.

Also, I deleted your duplicate post and moved this to the appropriate forum.The very 1st thing i do with used PC's is a wipe and a clean install...I agree that it should be wiped clean....
Not able to contact the original owner, it being a laptop that could have been stolen ETC and their personal data could be protected/hidden in a profile that you dont have access to etc. Im not willing to help to break into someone elses profile etc.
I say wipe it clean and start fresh with your own software and personal data. If you dont have the discs or unable to MAKE a resovery set for the system, I'd contact HP and get a system RECOVERY set mailed to you for about $35 and have it them rebuilt fresh like a new laptop out of the box even though its used.
