I apologize, you're with Vista.
IE8 is treated by Vista as an update.
Go Start>Control Panel>Programs & Features and click on "View installed updates" in LEFT pane.
You'll find IE8 among updates.
Uninstall that update.

Think about it for a moment- creating a restore point means essentially saving the current state of certain files and settings so that you can go back to them later.

It's simply impossible to say "Ok, computer, make a restore point for last week" since there is no way to know what those files and settings were last week to save.
It's odd that you only have one restore point, though. Normally windows creates a new one every time it boots as well as every day, and most program installs cause a restore point to be created (this is what you noticed with XP- being able to choose from a calendar was selecting a restore point that was already created, and going back to it.)

It'll be listed as "Windows Internet Explorer 8"BC, XP would let you go back to earlier settings, voiding the settings you just applied and you could pick it out of a calendar. Whether that's called a restore point or not I don't know. I do know that I accessed it through System Tools and then System Restore.

Am I the only who has ever experienced that??? No one knows what I'm talking about, how frustrating.

We know exactly what you're talking about. And we're telling you, it fell under the very same limitations. all that has changed is the way it is presented.

It gives you two options. To restore to an earlier time (using an already set restore point) or to create a  restore point (which can be used later for the first option).

selecting to restore to an earlier time gives you this, the calendar you have noted multiple times:




Note that I can only restore to one of the dates SHOWN in bold. There is no way to ever restore to, say, restore to may 4th. I can restore to earlier months were there are restore POINTS, but I cannot "create" a restore point for a past date, for reasons that should be pretty obvious.

Creating a restore point does not show a calendar- all you can do is give it a name:
