Solve : Vista:Sometimes I'm the admin, Sometimes not. ..?

I keep running into this problem. I AM the administrator as I have no special password set up, I do have one main account set up that has been the only one I created that I GAVE admin power to. Anyway, sometimes when I go to move a folder into another directory or folder it will stop me & tell me admin ok is needed. so i say yes but I keeps "dinging" & popping back up with the same window message. i look in the properties on the folder see that it is "read only" & unclick this, APPLY, & close. try to move again. Lather , rinse repeat. I look & make sure I have permissions in the proerties of the folder, if not I check the boxes so I do. Apply, close everything up, try again...same thing..I FIND this all weird because I sign in under my name/password (there are no OTHERS) so I assumes this is my admin account to since when I install, or run as admin it RUNS thru the whole need permission thing , "beep" , then lets me. the only time I get trouble is when I try to move or sometimes delete files.
