Actually, It does

Windows x64 versions will see more  then then 3.5GB of RAM, but that limitation is a purely artificial one that the 32-bit versions have hard-coded into them, for driver compatibility purposes. 32-bit processors can access pretty much any conceivable amount of RAM- but earlier on Drivers were often written to a number of assumptions that are pretty much blown out of the water when there is more then 4GB or so of memory.

Case and point: 32-bit versions of LINUX have no problem accessing 8GB of memory and more. Of course, for Linux backward compatibiltiy just means the various tools having the same SWITCHES as previous versions, and means nothing in the context of drivers, which you have to recompile for each kernel half the TIME anyway.

personally I like the windows tradeoff better.
