Solve : Windows 2000Pro windows installer service will not start?

Every time i TRY to install SOMETHING that uses a WINDOWS installer ..it SAYS that the windows installer service could not start.
this is an "old" pc that i'm useing to test out Windows2k before i install it on my main pc
old pc specs
233Mhz
64Mb Ram
Windows 2000Pro SP4 Reinstall Windows Installer.
