Just now I went to the Start Menu, chose Help And Support, and clicked on "Get Online Help" ... and nothing happened. I think this is something that you may have in a preinstalled PC but not otherwise. I just tried it now and it showed the main Windows help page fine. If you click the 'online help' button in the bottom right, you see a menu where you can check "Get online help" or "Get offline help". If you have checked online help you see what I see below the central horizontal line. If "Get offline help" is checked you don't get the "Featured this month" ITEMS.
