Solve : windows 7 wont boot up?

I have a toshiba laptop that wont boot up and i was curious if i can make a CD or flah DRIVE to be able to get it to boot up but the computer i am on is windows vista can i do it from this computer or how can i do it?What exactly is meant by wont boot up ? ?
How far does it get and what happened prior to this ? ?
Did this laptop ship with Win7 ? ?i shut it off one evening and when i went to start it it wouldnt do anything and it worked fine when i shut it off i TRIED the repair thing that i have done on this computer and it worked on this one but not the toshiba

Yes it came with windows 7 on it

Were getting somewhere now...only 1 to go...it wont do anything just black SCREEN
