in Windows 98.

What do I need to do to get past it and have the desk top show?

I'm no 98 expert, but we could do with some more info.
When did this start?
What happened before it did?
What exactly happens?This condition began after our area in Texas experienced a DUST storm with RAGING wind.  The HOME electric went our three times and left the computer opening up with wallpaper and an error message over it as follows . . .

The program has performed an illegal operation.
If the problem persists, contact the program vendor.
